Non-IFTA Jurisdictions: Alaska, Hawaii, DC, Territories, Mexico

IFTA has 58 members: the 48 contiguous US states and 10 Canadian provinces. Alaska, Hawaii, the District of Columbia, Yukon, the Northwest Territories, Nunavut and Mexico aren't members.

Miles driven there still go into total miles, and fuel bought there into total fuel, so they affect your MPG. They get no tax line. Many returns have a line for non-IFTA miles (IFTA-13 instructions). Fuel tax there is handled under local rules.

Haulfile reports these rows as one “non-IFTA” line and includes them in MPG.

Last reviewed 2026-10-27. General information, not tax advice. The IFTA Articles of Agreement, the Procedures Manual and your base jurisdiction decide what applies.
